Norm entrepreneurs call attention to issues or even “create” issues using language that names, interprets, and dramatizes them (Finnemore & Sikkink, 1998). To achieve this, the construction of cognitive frames is an essential component of norm entrepreneurs’ political strategy because successful new frames resonate with broad public understanding and can be adopted to provide new ways of discussing and understanding issues. Because the focus is on the ideational building blocks that undergird a community's shared understandings, rather than material forces, persuasive communication is considered fundamentally important to norm-building. In practice, this means that frames are crafted by norm entrepreneurs so as to resonate with audiences. Various norm entrepreneurs (transnational and domestic non-governmental networks, international organisations, and like-minded states) combine their resources to compensate for each other’s structural disadvantages, such as limited institutional access, lack of mobilising structures, lack of expertise, lack of authority and/or credibility, or lack of direct influence (Elgström, 2017: 227–228; Joachim, 2003: 251–252).
